Human trafficking occurs when a perpetrator, often referred to as a trafficker, takes an Action (induces, recruits, harbors, transports, provides), and then employs the Means of force, fraud or coercion for the Purpose of compelling the victim to provide commercial sex acts (sex trafficking) or labor/services (labor trafficking). At a minimum, one element from each column must be present to establish a potential situation of human trafficking.

There is no global standard for an ideal ACA and the effectiveness of many, if not most, ACAs is inhibited by limited resources, insufficient mandate to fight corruption and political interference from governments and their agencies. The latter is more so a reality when it relates to high profile corruption cases. In this context, increased international vigilance and support for ACAs can play a crucial role in improving ACAs’ independence and effectiveness.
Military operations and support
The Agency’s mission to provide practical support to EU civilian and military missions and operations is done in two different ways:
1. By offering access to existing EDA projects and activities which can be directly used by mission commanders,
2. By providing contractual support to mission commanders. Procurement of contracted solutions has become increasingly relevant for EU military operations not only to fill capability gaps in the force generation process, but also as a general planning support for ongoing operations. The Agency combines industry knowledge, in-house technical expertise and experience in procurement, which can support CSDP operations/missions and Member States in their procurement procedures and save scarce resources.
